Where do I file a complaint against annoying and abusive workers?

For 2-3 months, my neighbors hired a annoying and abusive construction company "Tile For You". The Asian Construction Worker "ACW" slams the front door 25-30 times a day that wakes me up at 8:45 am. I request him not to slam the door, and he began slamming the wall, and pounding the walls where there was no work to do. Just to annoy a handicap neighbor. The ACW had more then three warnings from police, the Condo management and me. The ACW continue to slam the front door and now he says abusive language like "mother ******" "f..you" to me. Then he looks at me with fighting gestures saying "what..f..ing a". His last day he again slammed the door waking me up, and was laughing with his co-worker sticking the fff finger, saying profound statements towards me. I want to file a complaint against this tile company and homeowner for hiring a harring and abusive worker. What government department would be the best disciplinary action to file my complaint for the workers abusive behavior.
