Radeon Graphics card question?

I just bought a VisionTek Radeon HD 2400 PRO and crammed it in my DELL Dimension 2400 PC, and I'm about 20 watts short of recommended wattage for this card. When it's in my computer and I turn it on nothing comes up on the screen except the cursor, ANY HELP MUCHO APPRECIATED
