Oakland versus richmond police departments?

So I am looking into police departments with the most crime and most danger. I lived down in pamona and saw gangs and drug dealers and I am currently applying to police departments. I want to make a difference and I want to go to the tough areas. I live on the westcoast and aim to stay there. any ideas on oakland versus richmond? pros and cons?
