Is the skin tone of a person especially a woman important when considering her beauty?

I went to India and saw all these fairness cream adds on TV. I didn't see any darkening creams. Most Indians (Asian) have tan complexion so they can either choose to go for whitening like Americans or darkening like Africans but they're choosing whitening. So is skin tone really important when considering a woman's beauty? What do you think?
