Best type of glue for balsa wood tower?

use wood glue; it is specifically designed to bond with woods, and actually bonds harder than real wood. Just follow the directions on the bottle and you should be good to go - make sure that htere is a lot of drying time though! It usually has to sit for a night to set up firm, while clamped together.
