Is the wellness policy working in WWE?

When they first pushed the suspensions, they were called out for it being as "fake" as the sport. No one of any real consequence was "caught" or "suspended". It was looked upon that they weren't testing their superstar money players and jsut suspendeding nobodys to "prove" they were enforcing their policy. They were either waiting for their real stars to cycle off and test clean or just avoiding suspending a few of their real money guys so it didn't hurt the bottom line $$$$$
