Is it fair to play WC in Sri lanka(Asking it again)?

SL just played bad cricket.We are quite poor atm at one day cricket.It has nothing to do with pitches or lights cause we lost some 50/50 games badly.I think SL usually prepare a team for the world cup,in between you will see a lot of ups and downs.
