How do you know when to buy plane tickets?

Im trying to get plane tickets from Indy to Cancun for the first week of April. When I bought tickets to Maui last year, I sat on it for awhile and they went down. I am trying to guess if these will go down or not, but I have a bad feeling with it being around spring break, they will just increase. Any ideas??
